The Portland Police Bureau says its Employee Information System is designed to “prevent poor outcomes – to the community and to officers – before they occur and prevent career-ending behavior.” However, the bureau’s system “is not being used this way and appears to be distrusted and viewed as punitive by PPB members, potentially rendering it ineffective,” city-hired consultants say.

Footage from police body cameras and a police-installed camera on a neighborhood utility pole captured the Jan. 7 traffic stop and brutal beating of a man by Memphis police officers now facing second-degree murder charges.

The video contradicted at least one officer’s written report on what occurred and helped support a criminal prosecution in the killing of Tyre Nichols.
