PRESIDENT BIDEN AND THE PENTAGON DECIDED AGAINST SHOOTING IT DOWN OVER CONCERNS IT MIGHT HARM PEOPLE ON THE GROUND. CHINA HAS LAUNCHED BALLOONS LIKE THIS BEFORE.
