Arkansas Gov. Sarah Huckabee Sanders declared a state of emergency due to ice, sleet, and snow."Within the State of Arkansas, great hardship has fallen upon its citizens, including their businesses and their public and private property," the declaration stated.The icy roads have created a backlog of deliveries of food, medicine and other necessary goods, according to the declaration.The declaration exempts drivers operating vehicles for emergency relief from some safety regulations for the duration of the emergency. Those are Parts 390 to 399 in Title 49 of the Code of Federal Regulations and include particular regulations on driver qualification, some employee safety and health standards, and certain rules regarding the transportation of hazardous materials.It also applies to drivers transporting groceries, fuel, and other goods to customers.The declaration also suspends some state rules and procedures Sanders worried may slow disaster response.
