Octaviano Juarez-Corro was one of the FBI's most wanted fugitives and was on the run for 16 years.
The suspect from one of Milwaukee's most notorious mass shootings made his initial appearance in court Wednesday.
Police say on May 29, 2006, Octaviano Juarez-Corro confronted his ex-wife at a family picnic in South Shore Park.
Police said witnesses told investigators Juarez-Corro became upset his ex-wife wouldn't let him see their daughter.
Police said Juarez-Corro ordered his ex-wife and four other people to the ground, shooting them all. His ex-wife, who survived, was shot twice in the chest.
Last year, the FBI placed Juarez-Corro on their top ten Most Wanted List.
In February, police arrested Juarez-Corro in Mexico and extradited him back to Milwaukee.
Wednesday, a court commissioner set Juarez-Corro's bail at just over $1 million.
Originally, the assistant district attorney argued for bail to be set at $10 million.
"He pulled out his gun and in front of numerous witnesses who know him, including his ex-wife, he executed people," said Milwaukee County ADA Thomas Potter. "The two victims who died were shot repeatedly, point blank, in the back of the head from a distance so close that gunpowder residue was found on their wounds."
However, Juarez-Corro's public defender argued he technically never had a criminal record before the shooting he's accused of and should be released with low cash bail with an ankle monitor.
"There is no record because he is a working man, he is a family man," said Erica Young, Juarez-Corro's attorney.
After setting bail to just over $1 million, the court commissioner ordered Juarez-Corro to not have contact with any of the surviving victims and their family, as well as family of the deceased victims. He is due in court again next week for his preliminary hearing.
