SIOUX CENTER—A 22-year-old Sioux Center man was arrested about 5 p.m. Thursday, Nov. 25, on charges of third-offense operating while under the influence, possession of an open container of alcohol, driving while barred, driving while his license was denied or revoked, a windshield and window requirement violation, defective or unauthorized muffler system, operation without a registration card or plate, and driving without required high-risk insurance.

The arrest of Jose Alfonzo Hernandez-Ortiz stemmed from the stop of a 1997 Volkswagen Jetta for a loud exhaust, a broken windshield and an expired registration on Highway 75 on the north edge of Sioux Center, according to the Iowa State Patrol.

He had bloodshot, watery eyes; impaired balance and the odor of an alcoholic beverage and had several open containers of Bud Light and a full Modelo, according to the incident report.
