PORTLAND, Ore. (KOIN) – A standoff remains underway after shots were fired by an unknown suspect while Portland police were on a welfare call Sunday evening near Southeast 171st and Division.

Gunfire and loud bangs were heard throughout the night as police surrounded an apartment complex near SE 171st and Division.

According to Portland police, a woman called dispatch around 3:30 p.m. saying she was being held hostage.

On the scene, police said someone inside of the apartment fired at them through the door and has since fired at least 30 rounds through the windows and doors all night.

A community member, Mistie Lindsey, who heard the gunshots explained “we heard some gunshots, probably about three of them and then we did hear somebody talking over a mega phone,” Lindsey said. 

KOIN 6 News crews heard officers shouting for the person in the apartment to pick up their phone or come out along with other commands.

Around 7:00 p.m., KOIN 6 News crews could smell what seemed like chemical gas, like tear gas, coming from the area of the standoff.  

A neighbor, Bob, who lives just a few blocks from the scene, told KOIN 6 News that he was walking by the complex when the shooting began.

Bob said he watched six officers go up to the third floor using the stairway, then heard four shots from the apartment, and they retreated. When they tried to make their way up again, he said he heard another five shots.

In a statement issued around 6:00 p.m., police said the “Special Emergency Response Team (SERT) and the Crisis Negotiation Team have responded to assist east precinct officers on a welfare check where shots were fired by an unknown subject,” Portland Police Bureau said.

“It’s really close to people’s families,” Lindsey said. 

Lindsey is concerned that this standoff is happening in a neighborhood full of children.  

“I think it’s not ok we need to stop being violent towards each other. I mean, there are a lot of children in this neighborhood, like we don’t live too far from here and we have 3 kids in our house it’s really close to home,” Lindsey said.

KOIN 6 News crews have seen drones launching from the area as well as a robot being deployed earlier in the evening.

The status of the woman who called for help is unclear.

Police also said they asked residents to shelter in place.

Authorities said Southeast Division Street is closed from Southeast 174th Avenue to Southeast 162nd Avenue.
