23-story condo building, The Nolen, approved for 4th Avenue Northeast

The Nolen, a 23-story condominium tower, has just received approval from the City’s Development Review Commission

On Tuesday, St. Pete’s Development Review Commission approved the site plan to construct The Nolen, a 23-story condominium tower planned for 146 4th Avenue Northeast in downtown. The Nolen is being developed by Bowen Arnold and John Schilling at DDA Development. The luxury condominium building is expected to have 31 units and will be 288 feet tall.

The property is currently occupied by two structures and a surface parking lot. One of the structures was built in 1912 and operates as the Watergarden Inn at the Bay, a bed & breakfast, and was designated a historic structure in 1994.

As part of the redevelopment, the structure will be moved to a vacant lot at the northeast corner of 8th Avenue North and Dartmoor Street North in Uptown. The lot is less than a mile away from the current location.

The base of The Nolen will feature a three-story parking structure along with a residential lobby and 1,260 square feet of ground-floor retail space. In total there will be 63 parking spaces and 33 long-term bicycle spaces in the building. Ingress and egress of the parking garage will be off Rowland Court.

The Nolen is being built in Downtown Center-2 (DC-2) zoning which allows a base Floor Area Ratio (FAR) of 2.0. The project is utilizing an additional bonus of 2.0 FAR for a total FAR of 4.0. As part of these bonuses, the developers will contribute to the city’s Housing Capital Improvements Projects (HCIP) trust fund to aid in the city’s workforce housing efforts. Based on the construction costs of the project, a minimum of $140,000 will be contributed into the trust fund. 

Additional FAR bonuses include purchasing transfer of development rights (TDRs) from a locally designated landmark or landmark site with available TDRs and relocating the existing structure on the lot.

City staff recommended approval of the site plan and the Development Review Commission concurred.

DDA Dev­elopment has worked on several projects in downtown St. Petersburg, FL over the past few years. Most recently the group completed The Salvador, a 13-story condominium tower at 199 Dali Boulevard, and Campbell Landings, a 5-story affordable 55+ apartment building at 365 6th Street South.

The group is also currently working on Orange Station at the Edge, a mixed-use development planned for 1301 1st Avenue North, and Sixty90, a multifamily development planned for 6090 Central Avenue.

Craig Sher and Will Conroy of Backstreets Capital are also partnering on The Nolen. Tim Clemmons at Place Architecture designed the building, Amber Brinkley at Kippen Communications is handling marketing and public relations, and Clear ph Design is responsible for the website and branding for the development.

Smith & Associates will be handling the sales for the building and pricing is expected to begin at well over $1 million. Sales are expected to launch this fall.

A groundbreaking is tentatively scheduled for the first quarter of 2022.
