56-year-old pedestrian fatally struck by car in Phoenix; driver arrested

Phoenix police said they arrested a driver believed to be impaired when he hit a pedestrian Saturday afternoon, killing a 56-year-old man. 

Officers just after 2 p.m. responded to the crash involving a pedestrian near 43rd and Northern avenues, said Phoenix police spokesperson Sgt. Ann Justus. 

The pedestrian, identified on Sunday as Alberto Anthony Urbina, was pronounced dead at the scene, Justus said. 

Police learned 21-year-old Sebastian Garcia-Castillo was driving a vehicle north on 43rd Avenue at a high rate of speed when he hit Urbina, who was in a crosswalk near Butler Drive, Justus said. 

Speed and impairment were believed to be factors in the crash, Justus said. 

Garcia-Castillo remained at the scene, according to Justus. He was ultimately arrested and booked on suspicion of manslaughter, Justus said.
