The recent mass shooting in San Jose has spurred a renewed push for local gun control measures in a plan outlined on Tuesday by city leaders.

The 10-point plan was introduced by San Jose Mayor Sam Liccardo and other city leaders. Among the measures put forward is a requirement that gun owners purchase liability insurance for their weapons, as well as pay a fee to cover the costs associated with firearm violence.

Liccardo said the fee would cover emergency medical response and police response.

“If we cannot stop the horrors of gun violence in our cities, then at least we’re going to have the public stop paying for it,” he said.

Liccardo said this fee would be the first-of-its-kind in the nation.

Measures also include requiring that gun sales be recorded on video.

“Cities cannot wait for Congress, and certainly not for the courts, to protect the residents from gun violence,” Liccardo said. “Our families feel the toll of gun violence every day in their neighborhoods and we need to take action.”

The proposals, which are headed next to city council, have already been met with pushback from gun rights advocates, who argue they would be ineffective at preventing violence and would infringe on Second Amendment rights.
