Delaware DOJ to sue Connections CSP in parallel with federal suit

The Delaware Department of Justice says it too is planning to sue one of Delaware’s largest nonprofits.

Federal prosecutors announced lawsuits late last week against Connections CSP, accusing the behavioral health provider of violating the Controlled Substances Act, and for false Medicare and Medicaid claims.

A Delaware DOJ spokesperson says the state intends to pursue civil action against Connections under the False Claims Act in parallel with the federal suit. The state expects to file in the coming days.

Connections has inpatient treatment, housing and Medication Assisted Treatment clinics for substance abuse disorder up and down the state.

It also has contracts with Delaware’s Kids Department and the state Division of Substance Abuse and Mental Health. Those contracts are up later this year. 

Delaware’s Department of Correction droppedthe nonprofit as its contracted inmate healthcare provider last year.

The federal lawsuits say in 2019, the Drug Enforcement Administration found Connections could not provide records identifying the location of more than 244 bottles of methadone and more than 1,100 doses of buprenorphine. 

And between 2015 and 2019, the nonprofit submitted hundreds of thousands of claims which falsified the qualifications of healthcare providers and received more than $4.5 million for services for which it was not entitled to reimbursement.
