ROCHESTER, N.Y. — The illegal use of dirt bikes and ATVs on city and suburban streets has been an ongoing problem in Rochester.

People have complained about the noise and the safety issue the vehicles create. There have already been several crashes this year.

A group of riders caused chaos at the busy intersection of Lake Avenue and West Ridge Road over the weekend when they ran a red light.

The Rochester Locust Club posted video showing the riders causing traffic to grind to a halt. Two cars were rear-ended in the fray. One of the bikers almost wiped out.

City Councilor Jose Peo is proposing new legislation to end illegal dirt bike riding. He says the proposal starts by being proactive with a costly fine.

"The fee for riding illegally would be a $650 fee and the exorbitant fee to get that vehicle, that illegal vehicle, back out of impound would be $2,350. So we're talking a pretty penny to have a little fun, illegal fun, on our city streets and at the expense of our city citizens," said Peo.

To catch the illegal dirt bike and ATV riders, Peo says Rochester police need better resources.

Currently, police are not allowed to chase dirt bike riders for safety concerns, but Peo says he believes drones can solve that problem. He says the aircraft can seek out where the riders are gathering faster than officers can get to them.

He introduced that legislation to Rochester City Council this week. He ultimately feels the decision is in the mayor's hands.
